I'm confused about latest time we are allowed to arrive at latitude on the wednesday because on the info packs it says 09.00 is that 9 am or 9 pm?

Has now been updated in the pack (version am0.2 available via PAAM) - if you can't see the update give it 10 minutes for the servers to update the mirror and log back in.

i can see it, when i checked it earlier both packs said same time...has it just been updated now?

Yes - It now says arrive by 09:00 at the latest on the Thursday.
